Due to malfunction of our master clock #1350326, a large time 
error in  UTC(TP) against UTC has been accumulated since MJD 53463. 
Therefore on MJD 53478 at 13:08 UTC we advanced UTC(TP) by 165.3 ns. 
Since then UTC(TP) is being derived from the clock #1351227.
